You are welcome to communicate with clients via Skype or any other tool.
Zoom. Phone. GoToMeeting. Discord. Slack. Email. Upwork Messages tool. Etc.
But you are not REQUIRED to do so.
It is your choice.
For example, if a client wants to communicate with you, and says that he wants to use Skype, but you only communicate with your clients by phone... That's fine. You choose what types of services you offer. Upwork does not require any freelancer to use any particular communications tool with the clients who have hired them.

But we all know what happens in 2 days, right?
I am guessing when she is saying "client", she does not necessarily mean she has been hired yet. So to be clearer, all of what you said only applies after hire.

Before hire: decline any communication outside of upwork. It will be strictly forbidden after the 26th of this month.
After hire: what Preston said.
