Is it normal that employers don't visit their job posting for days at end.?

I have applied to multiple jobs where I am the top bidder. With the first proposal on the list and well crafted proposal, I am confident about getting those jobs.

The problem with those job listings is that the employer has not visited the job in 3 - 4 days. Is this normal? Why do the employers do this? Is it because the tasks that they are giving out aren't urgent?

If this is normal practice, how many days on average does it take for an employer to list a job and make a hire?
