Hi There,

I joined Upwork a couple of weeks ago and I am curious: If a client has a job listing, has hired another freelancer but the job listing is still open for proposals, is it still worthwhile to send a proposal?

In this case you need to see the number of freelancer mentioned by the client to hire. If he mentioned 3 nad hired 1 then you may apply. But if he mentioned 1 and hired 1 then it will not be a wise decission to apply as there are limitions of connects.
