When I see "Job is Closed" in archived proposals, what does it mean? When I open these proposals I can see that no one was hired, but the job is closed. What does it mean? Whether the client gave up a job or what...

no, only when upwork closes the job due to some rule violation.
I tried to also research on this. My finding is that when a job is marked closed, it means that someone has been hired for that position. But the job activities may still show the number of interviews the clients had before the job was closed. Job declined mean that your proposal was not accepted for consideration by the client.
Upwork closes open jobs after 30 days of inactivity, no matter if somebody was hired or not.
If a client hires one or more freelancers on a job, he can still leave the job unclosed, hiring does not mean closing.
Closed jobs can have hires on them, no hires, interviews, no interviews.
