So I got an offer from a client and I accepted the offer, started the job and forgot to set my time tracker is it possible for the client to record my work time from he's ends? What I mean is that will the client still pay me knowing that I have done the job how will he calculate the work hours on his end

No. Only the freelancer can input hours. It would be pretty terrible if the client could do it, since it would mean they could also delete it. 

Ask the client to enable manual hours or pay a bonus.
