Hi all,
I've been on Upwork for a couple of months now and I am curious whether there are actually legitimate clients looking to pay for work or not. Literally all five or six people who have responded to my proposals have asked me to either click on a Skype link, skip on a Microsoft teams link, or email them. When I tell them it's against the terms of service but I'd be happy to communicate on the platform, they of course never respond. The messages sound almost identical which tells me they are either the same person or working together to scam job seekers.
Does anyone actually land work on this thing?

No, this is scammers. Have no idea is it same person or many. But same option used: main goal is take you outside of platform then scam you there.

New freelancers are primary targets for scammers, because it is lot more easy to lure them with some unrealistic offer. So be careful amd follow the rules.
And yes the site is legitimate...
