Location in the EU

Hi, I am freelancer located in the EU, but for some reason system does not allow to choose an address outside US, which contradicts the very idea of "freelancer" imho. Are there any restriction on location? (I've read the related articles saw the list of the contries & territories, but none is in EU) Can you assist?
