You can just ignore those requirements.
They are typically in place by default. The clients did not set those requirements intentionally, and most clients do not know what they mean or are not aware that they're in place.
Carefully consider jobs and apply on to jobs that you are highly qualified for. Don't worry about requirements that you can't meet because you are so new.
Your proposals will still be seen by clients if the clients want to see all the proposals being submitted to them.
