Membership Plan Issue

I was trying to add members to my agency account & it asked to upgrade my plan. So I clicked on the Sign Up option & made the payment. But it's still asking me to upgrade the plan & this time the Sign Up option shows $20 instead of the $10 earlier. What's going on?

$ 10 is for individual Plus plans

$ 20 is for agencies and mandatory if you have a multi-person agency.
