Money not returned from escrow, help please

Hi Guys,

My paypal was debited an amount the was not available. I changed my billing to my credit card, however now my paypal still shows an amount owing. My paypal is in the negative but my bill was paid to upwork and now all my money coming into paypal is being eaten up by the negative pay off even though i have paid my bill
