This is not Upwork's policy, but this is MY PERSONAL policy:

When I am hired for a fixed-price contract, I provide full root credentials to the client from the very beginning and I allow the client access to ALL of the work, ALL of the source code continually.

You are NOT required to do this with a fixed-price contract. BUT: It would demonstrate trust and be a very good thing to do from a Customer Service perspective. Upwork DOES allow you to do what the client is asking.

IF THIS IS AN HOURLY CONTRACT: Then the source code is not "yours" to withhold. You are being paid for your time. And all work product generated while working for the client belongs to the client. You really SHOULD provide complete access to all source code if this is an hourly contract.

re: "So any one can tell me is it safe for me or what i can do now?"

The best way to be safe as a freelancer is this: The work you provide to a client is so valuable that she will do almost anything to keep you on her good side. She will go out of her way to NEVER pay you less than you expect. The thing that she fears most is losing access to your service to her project. And she knows if she doesn't pay you correctly even once, you will probably quit working for her. So she always pays you the right way.
