NEW HERE: Closed job posting without notification and what happens to connect points

Hello fellow freelancers,

I am new here. I submitted a proposal and noticed that they job posting was closed.  Is this normal that there is no courtesy notification that the proposal is either read or rejected or a freelancer has been chosen? What happens to the connect points that was spent?  If smaller points being ask is ok, however, higher connect points is going to be expensive for new freelancers.  We hope to land a freelance job to earn some income not spend on many connects hoping for a miracle.
