I used UpWork a few years ago to create a logo for my fishing show. I laid out what I wanted and then freelancers submitted thier work to me and chose who I wanted to pay. They basically won the $200 I put up. Does that still exist with UpWork and how do I do this? Thanks!

Like this:
Describe exactly what you want done.
Post it as a fixed-price job for $200 budget.
Freelancers will submit their proposals. You can read what they say, or do what I do which is to NOT read what they say and just look at their portfolios.
Then choose who you want to award the project to. And they will do the work and after the work is done and has been delivered to you for approval, you can release payment for the work.

Do you mean that all but one of those freelancers worked for you (produced a logo for you) without payment? It's against Upwork's terms of service to hold a competition of that sort.
That said, it's possible that you didn't intend freelancers to work for you without a contract, but nevertheless several freelancers submitted work to you on spec, out of desperation. In that case it wasn't your fault. But you are certainly not allowed to encourage freelancers to do that.
