Need help - Freelancer cant accept my contract offer...?

Hi, and thanks for your assistance. 

I have had to open a new a/c on Upwork. 

I invited a freelancer to work on a job adn he says he can't accept it 'as I need to fill in some paperwork' - as he put it. 

I've updated my address, tax residency, payment (c/c) and I don't know what to do. If I'm not allowed to offer to 'hire' someone - surely it should tell me first no?

So,

1. He can't accept the offer, how can I know when he /can/ accept the offer?

2. Do I have to resubmit an offer to him

3. How can I know what paperwork or information needs completing, there are no red dots or anything anywhere on my a/c.

So I'm quite confused, I can't find a problem to solve at the moment, thanks very much in advance.
