Need help about Preferred Qualifications

Hello,

I am confused with Preferred Qualifications

So please let me know if some one post the job on upwork and if i want to apply for the job but its Preferred Qualifications show 90% job success and now i have 76% job success rate then what happend if i apply for the job?

will client see my praposal or it wont be show to client?

Please let me know whole about it.
