First, you need to have a client account. If you already do, then that first step is done. If you are a freelancer who has never hired somebody before, you may need to add a "company" to your current Upwork login account.

 

Then, create a job posting breifly describing what it is you would like the freelancer to do for you. Set the job posting to private so that only people YOU INVITE will see it and respond to it.

 

Then locate the profile of the person you want to hire.

 

There are a number of ways to do that. You could use Google. You could use Upwork's built-in search tool.

Then click on the "Hire Freelancer" link next to the freelancer's name.

Preston is right, I checked your account and you have freelancer account opened. You can be both a freelancer and a client on Upwork. You'll use the same account to log in to Upwork, but the two parts of your account will be kept entirely separate. You'll be able to easily switch between the two as needed. You can read more about it here. Please go through this Help Article and find out how to make an offer to hire a Freelancer. You can post a job, verify your payment method, review proposals you receive, send an offer and hire a freelancer to complete this work for you, and process the payment as explained here.
