No badge but "Welcome to the Rising Talent program" pops up

Hello!
I've got this message today. 
I closed it to check my profile for the badge, but it's not there. 
I reopened the browser a few times, got the same message everytime, but still didn't get the badge. 
Can somebody please help me?
