Not Able to Add hourly Rate

I created my new account but I am not able to add hourly rate So I can not able to submit proposal.

Exclusive agency member so it just needs to be fixed from the agency side, not the freelancer side.

Exclusive agency freelancers have no control over their rates **Edited for Community Guidelines** so their agency manager needs to fix it.

No need for a ticket, no need for anyone to investigate or do anything.

Agency manager can set rate. Done.
