I am new to this
Looking to create a website page which can hold forums but that is mainly used to link into an app.
What type of development work would this be classified as?
When getting work completed what are the scales of budget I should be looking at?

Gill... classifications are a lot less important than you think.
Upwork has internal matching the relies heavily on the content of your job posting, including the description and also the skills you select which you associate with the post.
Just do your best.
Freelancers will be able find your job and send proposals.
The budget? Could be $100.
Could be between $2000 to $8000.
Quite possibly more.
Or less.
It depends on the details of what you want, and who you work with.
If saving money on this is important, you will really need to hire at least three different freelancers and see how they do on some initial basic tasks. Then continue working with the one who provides you with the best value.
But if the scope of your project is small enough, you could probably hire only one person.

That is really helpful.
I am looking for a lot of functionality of Whatsapp (as we have outgrown the group size) But he able to have the link into an app with people just having to log in once when in the app to use forum discussions.
We then need some anaylic areas back in the website for the research project.
What sort of budget could you think this could be?
