Older client postings/ what's your experience?

I'm new to Upwork and still getting a feel/ sense of some of the project postings.  I see numerous fairly complex professional HR related projects, some look interesting, then I notice they were posted 2-3 weeks ago.  Would more experinced users consider these still valid?

Carl, I don't do HR work, so take my opinion with a grain of salt, but *if* the client has a substantial hiring history and a reasonable hire rate, or the client has some unusual requirements that you meet but the vast majority of your peers do not, then it may be worth your while to apply. Otherwise, I think you should pass on such job posts.
