On hold after uploading driver's license picture

Hi, I opened my account with upwork a while ago but never got the chance to use it. Recently, I decided I want to use it more often and so I went on the website to submit complete info. It asked for the picture of my driver's license to confirm location and that is what I did. The system did not accept it and sent me an email saying I am now on hold. I don't understand what I did wrong? Thank you in advance
