Out of Connects - never used any

Says I'm out of "Connects" when trying to submit to a job. What are Connects, and why would I be out of them already, when I've done nothing yet? Email from UpWork said "Congrats, You're ready to apply", but without Connects, doesn't seem so

Go to Memberships and Connects on your Settings page and choose your membership plan (free or paid)

Please select a membership plan as Petra mentioned or by clicking the 0 Connects link on your find work page. Go to Memberships and Connects on your Settings page and choose your membership plan (free or paid).
