In the days when Upwork was oDesk and freelancers were allowed unlimited (or almost) bids, I wouldn't have hesitated, and I certainly got a couple of jobs - from clients who had other work to offer in the same field, even if it wasn't the job I had applied for.

 

But things seem to have changed so rapidly both on Upwork and in freelancing, that I would now hesitate unless I was almost sure I would land the job and that I was  really convinced by a client's "form" - number of hires, feedback, payment verification etc.

I don't bother with jobs that are more than 24 hours old lol

I have done this in the past by not reading all of the job description but I would not apply as I can pretty much guess the job has already been filled. I wouldn't waste my time and if I did by accident I would withdraw my proposal.
