Payment Pending, Need ID number and Tax

Hey, just a quick question.

My payment is currently on pending and they want my ID number to make a portal—something. And also I need to pay for it (they said it'll be refundable but still I'm not that sure). Is it gonna be safe for me, to give them my ID and to pay for it?

P.S. I asked about changing the payment method but they refused.

If so, I would like to let you know that a real client will never ask you to give them money to start working, cash a check for them, work for free, or provide your personal information. You can let us know if a TOS violation has happened by using the Flag as Inappropriate option throughout the platform.
