Payment after client receive payment from work orders?

New here and saw a job listing that looked a bit odd to me (I won't be making a proposal). Is this type of payment workflow even allowed by Upwork?

From the job listing: **Edited for community guidelines**

In other words, I'm reading this as: "Hey, you'll get paid, but we have to get paid first."
