Hi,
can you please explain the per hour terms in upwork. (if a client hire for per hour work and than log off for many weeks than what a freelancer do for this contract).
1. Can freelancer bill the hours agreed by each other (5 hour per week) if the client have no work.
2. Bill only those hour, which he offer the work.

The freelancer bills only for he hours that he actually works.
If the client sets up the MAXIMUM ALLOWED HOURS PER WEEK to be "40 hours," that does NOT mean that the client wants the freelancer to work that many hours.
If the freelancer works for 2 hours then the freelancer logs time for 2 hours.
This causes the client to be billed for 2 hours during that week.
