Possible Scam?

I have been contacted on a similar freelancing app about setting up an account on Up work for a chinese software developer. They claim to be able to pay me if I simply set up an Upwork account for them. They even called me and discussed the details of it with me. Something about it feels like a scam (and probably a violation of Upwork's terms of service) but I was wondering if anyone knows about this?

You are not allowed to do that, it is definitely a violation of upwork ToS.
