Possible fraud

Hello, I am new to Upwork and I gave my first proposal for a job. They reached out and said I was selected to continue with the interview process and proceeded to send me a photo for instructions on what to do. The instructions told me to make a Skype account and add a specific person. I am not sure whether this is appropriate for a job to move the process to an outside platform when Upwork already provides many ways for this type of communication.
