Hi i'm a new member so I am working out the ins and outs of upwork. I sent a proposal and received a message from one of my prospect clients telling me that we can talk on Telegram. Do I politely decline the inviation? Or can this be an exception?

It's not an exception, it's a scam. It is against Upwork's terms of service to communicate with a client in any way outside the site until you have a formal, active Upwork contract in place. So don't just decline; report him or her.
