Privileges revoked for new freelancer who wants to get certificate verified?

My niece joined Upwork some time back and she's been trying to get her certificates verified but every time she writes to them, she gets an email about being rejected to make a profile on Upwork. She has been waiting for over 2 weeks to get her certificates verified but because her privileges have been revoked somehow, she cannot contact them through any method. Can any moderators help?

You can stop posting on her behalf because Upwork won't discuss a third party's account with you.

If she is not wanted by Upwork, she needs to find a different platform.
