Problem with creating Agency account

Hello, I want to create an agency account, but can't see the link "Create agency" in the settings of my profile, also I can't upgrade my account to agency plan. How can I solve this problem? Thanks.

Solved. Followed by link Autorization App, and the link "Create..." appeared on the left menu.
