Hello! Currently Im registered at upwork as a freelancer and web-developer. However, sometimes I need to olook for other freelancers like writers and designers. Can I do this without signing up a new acount as a Client?

Sure, Roman, you can create a company in your Settings. Then you'll be able to switch between the client and the freelancer accounts without logging in and out. Check out this help article for more information.
