I don't know why I get this message whenever I tried to submit a proposal? I am already shared my ID with Upwork and they verfied my location!

Read it again and focus on the words time zone and compare it with your time zone.

The cause may be that your time zone is not the right one.


Login to your upwork account, click on your name and select "Settings", then go to "Contact Info" > "Location" and make sure your time zone is set up properly.

He can't.  His actual time zone based on his location is different than what the buyer wants.  US has four timezones.
