Profile location is correct, but shows 'not qualified' in proposals

Hello,

While looking for work, I am flagged with the red dot of death as 'not qualified' as a US-based native speaker ... yet my profile accurately shows me living in Minneapolis (still a part of the USA :-).  Apparently this 'not qualified' is communicated when I submit a proposal.  How do I correct this miscategorization?  Am I doing something wrong?  Many thanks!!

Just ignore this. It's a display error on Upwork's part. They're working on it. Has been discussed extensively in other threads.
