You can share profile link in the cover letter, but it is always better for fast visibility to include your portfolio in the Upwork.

No, you cannot insert any links in the description.

Muhammad, you are not allowed to share your website link either in your profile description, or in your cover letter if it contains any contact information such as your email, your phone, your address, or links to social media such as LinkedIn, Facebook etc.  

You may only share these details once you have a formal Upwork contract in place.
