Starting from zero, unless you have an amazing portfolio, you need to put a looot of effort to demonstrate value in your application, including writing a cover letter very thoroughly.

If you have the skills and you're not getting responses, it's because you're not communicating those skills effectively, or you're asking for too much money. Don't be afraid to accept less money than you think you're worth in order to get started.
