I have submitted an offer to a freelancer and started the messaging process. He said I need to make the job "real" and I have to initiate that on my end. What does that mean??

The only way a freelancer can start working on a job is if the CLIENT initiates a contract on their end.
The client will click the green "Hire" button that they see on their end, which officially sends an offer for:
- a specific freelancer
- to work on a specific job
The freelancer may then click a button to "accept" the offer. Then there is a contract between the freelancer and the client.
