Reimbursement of available connects on proposal expiry

When I withdraw my proposal because of unresponsiveness of the client, or when the proposal is expired I do not get my connects back. I think they should be reimbursed so that I could contact other clients for projects. Is it the desired behavior? Is there any way I can get them back?

Hi Pragyan, 

Connects are returned only when the job is cancelled either by the client or by Upwork team without hire. You can find more information here.
