Reporting abusers/scam projects

I recently sent a proposal for a job, and on messenger I was routed to **Edited for Community Guidelines**.  My subsequent conversations were on Skype including an offer (looks very sketchy).  The proposal got closed within a day of posting.  The person is requesting my financial information via Skype, which I am not going to offer.  How does one report scam postings, and what should I tell anyone who in the future wishes to followup outside of the Messages interface?
