I did everything they say that you need to do in order to get Rising Talent status, but they didn't send me email or anything I hear that they do when someone is new to the platform

But how can i Regularly submit proposals to projects relevant to my skill set if you need JSS 90+ or Rising Talent to apply for 95% of the jobs???
