Hello,
I am creating a new account using my business email and platform. However, I have an old account using the same phone number so the system won't let me finish signing up. I went onto the old account to delete it but it won't let me because the account is suspended due to ID verification. Just to try and bypass it I submitted my ID but got stuck again when it asked for a video chat but the link led nowhere. I am completely stuck at this point, just trying to delete the old account (**Edited for community guidelines**) so I can use my phone number for my new account.

Freelancers are not allowed to create a new account. To do so is a violation of Upwork TOS.
You can work with Upwork Customer Support to purge anything that got created as part of your new account attempt. You may use your original account.
