I was charged a salary in addition to manual charge. I was not aware there was a weekly salary charge. This was not discussed with the contractor. I allowed manual charge assuming it meant paying by the hour. That is the description. How can this be resolved. The total one week charge is 2x my budget which I provided before hiring.
There are no salary charges unless the client clicks a special button during contract setup to access a special section where they specify weekly salary details.

The way to fix this is to close the current contract and set up a new one without weekly salary payments.
Explain briefly to the freelancer what happened.
Ask the freelancer to refund the salary payment(s) using the freelancer-side refund tool.
