I'm a newbie for the Upwork & I'm being charged 20% even the earnings crossed $900 so can you help me anyone with this problem.

Hi Meshak, 

I checked your account and would like to confirm that in order for the fees to slide from 20% to 10%, and from 10% to 5%, you should have crossed an earning threshold with one client. The sliding fees apply to your lifetime billings with a client and not your total earnings on Upwork. You may read more about it here.
