Set up Payments + Complete my profile descriptions - errors

Hi,

1. I'm trying to Set up Payments: Direct to Local Bank and I get this message: 

"We are sorry! We are experiencing a technical problem and cannot process your request right now. Please try again in a minute." 

2. I'm trying to complete my profile descriptions, after refreshing the page nothing was saved.
 
And Yes, I deleted the cookies in chrome and nothing helped.

Please help
