Should I submit a proposal when they are interviewing?

I am new and not sure if these positions are still available. Should I try to submit a proposal if the client is interviewing? Is there a guide to the age of the posting that will help. If the ad is a week or month old should I still apply?
Also are people submitting a page of information for a cover letter when submitting a proposal such as applying for a full time job?

You can always decide whether to submit a proposal to jobs posted. Some clients may have not hired anyone yet and are still looking to receive proposals from other freelancers.
