Situations with many bids, apparently none accepted

I am seeing many freelancer requests in the areas I am looking in where many bids, at least 20 and as many as 50+ were submitted over a long period but apparently none of them were accepted by the client.  It appears that the client may have lost interest or found another solution without removing the job from Upwork. I believe it may be a waste of my time and contacts to bid on these. Please comment.

In most cases it is a waste of time to apply to such a posting, there is a stat on posting that says 'Last viewed by client' and personally, i use this indicator as a main factor in submitting to a proposal that more than a day old
