Software developer with Cerebral Palsy

I am a software developer with a degree in computer science. But what makes me unique is that I have Cerebral Palsy, which affects my voluntary muscles. I am wondering if and how I should I tell potential clients about my disability? Also, since I have difficulty talking, will clients accept a text only communication?  Are there any other freelancers that have a disability and are successful on UpWork?
