Upwork does not require you to purchase a software license.

If you wish to offer certain services, and those services require you to own certain equipment or software, then you need to purchase those yourself.
If a client offers you a job, and that job requires that you own a certain software package - but it is a software package that you do not own, then you must decline that job. You are not the right freelancer for that job.
The client should ONLY hire a freelancer who is extremely familiar with that software package, somebody who uses it on a regular basis. That is not you.

Who do you think will buy them if not you? The client? Look at it from the client's point of view: If they call a taxi, they don't expect to have to buy the driver a car, do they?

I have quit work and decided to do project based work through Upwork.com.
I don't think that was necessarily the greatest ever idea under the circumstances....
