Struggle with sending proposals

Hello,

I am new to Upwork and have sent a few proposals, but I received no response; only one or two of the proposals were reviewed. Now, I struggle with sending proposals because, for me, there are three types of job posts:

1. People with a short description like "I need a web designer." No requirements or skills are listed.

2. People with a generic description like "You will work closely... to ensure seamless user experience and high-performance web applications." They are not specific, and I don't know exactly what they want.

3. People with actual problems, which I think are the best job posts to apply for, but very few of them are available.

I would appreciate it if you could help me.
