Submit more proposals option is greyed out

Today I logged onto upwork in order to submit more proposals but the option regarding the same was grey . From when I will be able to apply for the job .

Do you have any connects left? If you have no connects then you can't submit proposals. 

Also, you need to change your profile pic to one of yourself, not a kid (even if the kid is you when you were younger).
